Most article about this issue missed these points:

1. Soft power is power to attract, not defeat, or defend. You win by making your messages (through various media) interesting, seductive, convincing and memorable to your audiences so that they want to hear from you and more. Otherwise, you can send all messages you want, and control all the communication channels and people will still ignore, reject, discard, ridicule and even despise your messages, and finally tune out or turn off.

2. China regarding owning the channels and sending out messages as the way to have soft power. Buying time in the NYC Time Square takes a lot of money. But unless the messages are well received by the intended audience, the money is wasted. Similarly, buying radio and TV stations in the US is a waste of money unless people wants to watch.
