政府無權阻兩電加價

明報新聞網-要聞-要聞--兩電猛加價 中電最「瘋狂」-20111214
但根據管制協議下,政府無權阻兩電加價,中電總裁藍凌志更暗 示不會再有調整。

This is just ridiculous.  Unless when there is effective competition, it is the government's sole responsibility to control price.  Failing to include such authority in any contract or agreement is gross negligence on the part of the government and all officials invoked in approving the deal, all the way up to the chief executive.  The government should legislate this for all future contracts, including public transportation, utilities, mail, government services, banking services and communication services.  The government should also go through the contract now to see ways of introducing competition, including allowing cross-harbour power services to be provided by current providers.  In preparation for competitive market of services, the government should legislate mandatory sharing of use of infrastructures at government approved service rates that are not prohibitive nor unfair to new comers to the market.
