This article said low percentage of government officials reported satisfactory sex life.  First of all, this is a survey on the respondents' perception, which is influenced by fact, of course, and by culture, general existing social norm, and that in the target group - government officials.  May be most of the respondents are in the lower ranks as one would assume naturally, are envious of all the mistresses high rank officials are having, and the sexual favors they are enjoying from lower ranked colleagues.  May be the perception of general public is even lower.  The sample size of 200 also means the result is a very wide range, probably from 1 to 20% satisfactory rate.
