She is the only mentioned to receive any penalty.  How about the one who hired her to a position, and didn't fire her after 2 days of not performing ?  How about the one selected her to be deputy county chief ?  What was the basis of her promotion ?  Who else knew about her non-presence ?  Where are the HR people in this ?   15 years ?  Who were the auditors at the time ?

被海盜挾持中國船安全獲救 (08:08) 在伊朗南部阿曼灣附近海域被索馬里海盜騎劫的中國貨輪已獲救，28 名中國船員安然無恙。

伊朗海域被挾持的中國南京遠洋公司所屬的巴拿馬籍貨船已於當地時 間18時30分成功獲救，船上28名中國船員安然無恙，只有一名船員腳 趾受輕傷。

船公司已經與船長取得聯繫，安撫船員情緒、告知船員家屬等工作正 在展開。船員何時返回尚無確切消息。

This piece was very skillfully done.  Nowhere in the article was the rescuer mentioned.  This means the Chinese people are particularly thankful to the rescuers.  Viva PLAN, which was no where to be seen and completed the rescue mission, with no PLAN sailors hurt.

中國統計局促真實上報數 (19:45) 國家統計局長馬建堂對此作出批示，再次強調各地不得干預企業數據 上報，確保企業真實、獨立上報統計數據。

馬建堂表示，絕大多數地方支持企業獨立上報真實數據。但是從這篇 報道和掌握的情況看，仍有個別基層政府機構置統計法和國家統計制 度於不顧，以各種或明或暗的方式，干預企業獨立真實上報。

國家統計局2月開始啟用新系統直接從全國70萬個企業搜集數據，減 少對地方官員的依賴，因為地方官員可能會修改經濟數據以爭取中央 的補貼，或者在獎勵超標業績的體制中借此爭取晉升。(綜合)

Yes, I realize this is nothing special nor newsworthy.  It is a common event that happens thousands of times a day in China, and should not appear anywhere.  That means this is no isolated incident.  Not in China, anyway.  The news worthiness stems from the widespread and frequent occurrence of this type of events in China and no where else.  Isolated incidents of this type do happens in many countries, but only infrequently, no like the daily occurrence in many locations in China.

The ferocity, frequency, and widespread occurrence characterize the Chinese people, in particular, those under the reign of CUP.

軍演出洋相 醫療專家不懂包紮

【明報專訊】3月中旬，瀋陽軍區406醫院組織的一場衛勤保障應急演練爆出了洋相，幾名多次挽救危重傷病者的醫療專家，卻在包紮傷者這項基礎課目上不及格。

據新華報業網報道，事情發生在演練的關鍵階段，機動衛勤分隊遭「敵人」炮火攻擊，多人負傷，該醫院多名專家組成的預備隊緊急趕赴支援，但最終的結果卻出人意表，因這支預備隊被評為不及格。原來問題出在最簡單的包紮傷口環節上，有的包紮過鬆，導致傷口再出血，有的包紮太緊，使傷者出現肢體腫脹、麻木等。

院方進一步調查後發現，基礎技能不受重視的情在技術專家中並不鮮見，為及時糾正，醫院重新展開基礎課培訓，上至院長，下至醫生、護士全體參與，培訓的主要內容是戰傷救治基礎技能。

軍備主要是備,就是可在短時間內開上戰場,又能在戰鬥情况下有效作業.戰地醫療救援是備戰的大課題,可影響士氣,減低兵源,對戰績影響很大.由此可見解放軍的備戰情況.

In the days of face to face, gun barrel against gun barrel,  jumping in and out of trenches to rush the enemy's trench, this is right.  But when it is infantry against robotic tanks, apache copters, and air borne artillery platforms, bare foot infantries don't have any advantages at all, when the opponents are sitting in warm control centers thousands of miles away, playing video games.
